[collectd] Windows agent for collectd

If SSC-Serv was open source then it would be possible to contribute
something to that, but it's not.

Perhaps the most promising application that I've come across thus far is
this one:

Some others that can be found on github:

https://github.com/GregBrant/CollectN (no activity in 3 years)
https://github.com/perfwatcher/collectm (last activity 8 months ago)

I'm curious to know if others have come across other Windows ports of
collectd or apps that are a compatible source of data for it.
