[collectd] Wanted: inefficient write_graphite plugin

I think name for option was chosen incorrectly. 'ReconnectTimeout' usually does not mean to force a
connection close and means 'time before connect retry after failure'.

I think what 'LimitConnectionDuration' or 'ForceReconnectAfter' will be better name for understanding of
the option meaning.
