[collectd] data_set_t over the protocol

Hi All,

I see there has been some discussion on the subject:

Interested if there are any new ideas around this esp. with the recent
edition of the gmond plugin.  Maybe possible to borrow some ideas from
ganalia's metadata msg impl?  Still need to look into that myself.
Mainly interested for use with jcollectd, where all of the metadata may
already be present in the MBean(s), but currently need to have a custom
types.db or use the built-in generic types such `counter' and `gauge'.
Would be ideal if the data set could be defined over the wire instead.
