[collectd] BIND plugin - timezone issue

I've opted for the conservative (read: backwards compatible)
implementation for now: http://octo.cx/16834d2

I feel kinda like I'm overdoing the backwards compatibility thing here,
so if some more people think I should change the default, please let me
know, I might just change my mind.
