[collectd] OpenBSD PF-Plugin

Hmmmmm.

Either the reply didn't made it to the list or I've
forgot to reply at all ...

I _really_ like to see this plugin in the official
plugin list.

I've using this plugin since May 2011 without any
problem on two small OpenBSD firewalls (CARP for the win ;) ).
Tested on OpenBSD 4.8,4.9 and 5.0 (amd64)
