[collectd] New plugin - mbus

Hi,

I have made a new plugin for reading data from MBus devices. See 
attached patch against the latest official version 
http://collectd.org/files/collectd-5.0.1.tar.gz
It depends on the latest libmbus library (0.6.1) from 
http://www.freescada.com/libmbus/
The collectd.conf man page has been updated as well. Let me know should 
you have any questions/suggestions.
