[collectd] Openvz python plugin

Just created a python openvz plugin. It's not finished, but it's in a
working state. Any comments or suggestions are welcome.

config:

<Plugin python>
        ModulePath "/etc/collectd/plugins/python"
        LogTraces true
        #Interactive true
        Import "openvz"

        <Module openvz>
                # defaults
                vzlist_binary "/usr/sbin/vzlist"
