[collectd] cpu stats on SMP machines

Doug,

I'm looking at the branch, but a little confused, not having used
subversion or these development tools.. ( not difficult with me)..  Do I
overlay this branch on top of a master?  It extracted, but it's
it looks incomplete with missing Configure etc..

Do I need to overlay this branch onto a development branch (not the
released 4.8 code)?
