[collectd] Wireshark dissector for collectd network plugin

Hi Florian,

Attached is an updated version of the patch that fixes all complaints
of checkAPI.pl (except the non-ascii characters in my name) and
implements bad packet/part marking.

Please play around with it (for especially for notification part), I
expect to submit it to wireshark in one or two hours.
