[collectd] Plugins for feature freeze

Hi all

I reply over the Paul mail to keep one thread about new features in
4.8 branch :)

I'm using the hysteresis and hits patches fro thresholds [1] for a
month in a production environment with good results, I think that
there are enough stable for 4.8 branch.
