[collectd] Why is an old /debian in git?

IIrc, that's the conclusion we've reached at that time. As discussed
yesterday, Florian will remove debian/ from the Git repo (and thus it
will disappear from git.tokkee.org/collectd.git as well, as that's just
a plain clone ;-)) and add a note to README.
