[collectd] More new stuff: Bug tracking system

Hi everybody,

since leaving mails, that need furhter coding/handling, marked as
`unread' for weeks is error prone and annoying, I've set up a bug
tracking system, Mantis, to help manage existing issues, bugs and todos
in a more elegant solution. You can find the system at:

I'm afraid that, in order to prevent spam clogging the entire system, I
had to disable posting for anonymous users. I don't like that, but I
like cleaning up after spammers even less :/

If you have any problems or comments with/to the system, please let me
know.
