Yes, of course, mips packages are available as well.

JFTR: changing the distribution in the changelog is not necessary.
Basically, this is only used by the archive software when uploading to
debian.org. apt and dpkg completely ignore this field.

(side note: once uploaded, this field does not change any more - so,
usually, packages in Debian's official stable release still have
"unstable" in the changelog)

Yes, collectd-4 will be available on backports.org some time during the
next few days.
