[collectd] enhancment for threshold (make a notice when value is in range)

Hi,

the treshold does make an event, if a value is out of range, but
it doesn't make an event, if the value is in a range.
Maybe it would be nice to have a parameter,n the configfile to enable
a "good event".

What do you think about this ?

I do not get viruses because I do not use MS software.
If you use Outlook then please do not put my email address in your
address-book so that WHEN you get a virus it won't use my address in the
From field.
