The apache plugin should basically do nothing if you did not configure it. Did
you uncomment the "Plugin apache" section as well? 

Please enable the logfile or syslog plugin and check for any error messages.
It might be useful to set the debug level to "info" (or even "debug" if you
compiled collectd with debugging support).
