[collectd] New plugin: netlink (was: QoS)

Hi Jose,

as we've discussed on IRC, I've looked into getting values directly from
a netlink socket and succeeded :)

Since all of my setups which use some advanced stuff (non-standard
qdiscs, possibly with classes and/or filters) are running OpenWrt it's
kind of troublesome to give this a real world test. Could you give this
a try and let me know if it worked for you?

The manpage is not yet updated, I'll do that tomorrow.
