Yes, you need liboping from backports.org.

However, you do not need to build collectd using librrd2 - you may also link
against librrd0 by using the source package from testing
(http://ftp.de.debian.org/debian/pool/main/c/collectd/collectd_3.10.1-3.dsc).
I removed the alternate build dependency on librrd0-dev (which is no longer
available in testing) in backports.org to force the use of librrd2.

collectd _should_ be build for backports.org automatically. However, the
buildd seems to be missing the debhelper 5 package (which is really required
by the latest collectd package). I'm trying to get that fixed. Unfortunately,
your package can not be uploaded to backports.org as the uploader has to build
the package himself.
