[collectd] Version 3.8.2

Hi again,

due to a wrong define collectd version 3.8.1 accidentally read
`/etc/fstab' rather than `/etc/mtab' on GNU libc based systems. I've
uploaded version 3.8.2 which fixes this problem.

New tarballs are on the website and updated packages are in the Debian
repository. Sorry for the inconvenience :/
