[collectd] collectd.conf should not be world-readable

Hi,

In my opinion the default mode of /etc/collectd.conf should be changed to 0600
cuz it might contain MySQL passwords. This is not a big deal and might sound
picky ;-) However, I consider this to be a security issue...
