[collectd] Version 3.9.1

Hello everybody,

I've just uploaded Tarballs and Debian packages of the new version
3.9.1. It targets the build problems reported by Christophe and
Sebastian and hopefully resolves them. Also, a bug in the `ping' plugin
has been fixed and it should work again.
