[collectd] Announcing collectd 3.1.0

Hello everybody,

I've applied Vincent's patch to my working directory (which includes
some daemon specific changes: dispatching from the controlling terminal,
closing STDIN/STDOUT, etc) and packed a new tarball. Also I've updated
the Debian packages. Contributions of RPM and other packages are very
welcome ;)

As said above: Even people who are not running hddtemp (and wish to use
the new module) will benerit from the improved daemonization, so I
recommend an upgrade.
