[liboping] Version 1.3.1 is available

Hi everybody,

I've just uploaded version 1.3.1. This is a version jump compared to the
old version announced on this list, because there have been three new
releases in the past five days.

Of course, 1.3.1 is ABI and API compatible to 1.1.2 and previous
versions.

Changes
-------

The following changes have been made compared to 1.1.2, the last
announced version:

  * A bug in the matching from received packets to hosts has been fixed.
    Thanks to Sebastian Harl for fixing this problem.

  * The `-f' command line option has been added. It allows to read
    hostnames from a file (or STDIN) in addition to the possibility to
    specify hostnames on the command line. The patch has been written by
    Dan Sully, thank you very much!

  * The `PING_OPT_DEVICE' option has been added to the library which
    allows to force a specific network device to be used. This is
    possibly not supported on all platforms as a specific socket option
    is used for this. Thanks to Sebastian for writing the patch!
