[liboping] Net::Oping: Perl binding for liboping

Hi,

Olivier Fredj has sent me some Perl bindings for liboping a while back.
I've taken that code to write a higher-level interface to liboping for
Perl.

The module is named `Net::Oping' and should show up on CPAN mirrors in
the next few days. Thanks to Olivier for his initial work on the XS
stuff :) Of course, any comments are very welcome.
