[liboping] Version 0.3.5 is available

Hello,

Esteban Sanchez has reported problems with `ping_host_remove' and
filedescriptors not being closed correctly. I've packed a new version
which is supposed to fix this problem.

Alex Brooks has suggested to include <sys/types.h> and to include
`extern "C" { ... }' when being used with C++.
