[collectd] Documentation addition for snmp with types.db and network

It took me awhile to figure this out so I thought I’d write to have it
added to the docs.  If you are using the snmp plugin with custom entries in
the types.db and then forwarding to other servers with the network plugin,
the other servers need to have the same types.db entries.
