[collectd] Patch: Support custom CPU interval v2

I have this in my configuration file:

<LoadPlugin cpu>
        Interval 5
</LoadPlugin>

When I start collectd I get:

Ignoring unknown LoadPlugin option "Interval" for plugin "cpu"

Is this what you are trying to enable with this patch?
