[collectd] Change network plugin reporting interval

Hi everyone,

we are trying to use collectd to monitor a small set of nodes (four at
most) at 1-minute interval. However, the network plugin seems to report the
metrics to the server every 3-4 minutes. How can we change this "default"
interval?
