[collectd] Versions 4.10.3 and 4.9.5 available

Hello everybody,

I've packaged new patch releases of the current stable versions of
collectd. They fix a couple of bugs in collectd, plugins and the
documentation.

In all likelihood this will be the last release of the 4.9 branch.
