[collectd] collection4 nitpicking

In c4 the independent variable (the x axis) is time.  Is that time as
at UTC, local to the c4 server, the hub collectd (rrd writer plugin),
or the spoke collectd (foo reader plugin)?  Local to c4 seems the most
likely/sensible.

Each json graph links to "highcharts.com", which has example graphs
that have two dependent scales[0].  Is it possible to get this in c4
yet?  This would especially be useful to compare related variables,
e.g. number of users and system load vs. time.
