[collectd] git pull requests on github (Updated spec file to RHEL6)

Hi,

I've updated the spec file for collectd 5.0.0 to RHEL 6 and used a
pull request on github. This request isn't accepted so far. What's the
best way to contribute? Send the patch to the ML?

This is not a rant - just the question about the best way to contribute.
