[collectd] restart collectd daemon stops receiving data from, clients

Does the IP address of the concentrator box change? (You mention 
"secondary".) If so, the restart causes the source collectd processes to 
re-resolve the hostname. Collectd unfortunately never re-resolves the 
hostnames.
