[collectd] cpu stats on SMP machines

Appreciate both of your interest in this.. I'm building a small cluster of
old HP proliant boxes to process the noaaport data from my dish, and
collectd really fits the bill for capturing the sat stats, applications and
system stats.

I'll be glad to test whenever your ready..
