[collectd] Collectd 4.7.1 and liboping

keeping track of the liboping development in the collectd repository was
doubling the work. Since liboping is a separate library there isn't
really a reason to ship it with the source distribution.

I think your best bet here is to contact the maintainer of that package
and ask him to add liboping to the build dependencies. I'm sorry this
causes problems for you, but keeping the library in the collectd sources
really didn't make much sense and complicated the build process
considerably.
