[collectd] perl plugin revised

Hi,

The following patch series reworks parts of the perl plugin. The most
important change is the reimplementation of parts of the plugin in plain Perl.
This makes some things a lot easier and, hopefully, makes the code more robust
(e.g. less compile issues on different platforms, better optimizations). Also,
most people using the perl plugin are probably going to be Perl programmers
(which might not know a lot about C), so they can work on the plugin as well.
Obviously, the usage of Collectd.pm is no longer optional. Thus it has been
moved out of contrib/ and into bindings/.

Any feedback is appreciated.
