[collectd] [PATCH] Allow config files which don't end with a newline character

A pet annoyance of mine is that collectd gives an error if the
collectd.conf file doesn't end with a newline character. If you're
using emacs then it is easy to create such files.
This patch fixes this by adding rules to match </Plugin>[EOF] and
OptionName "foo"[EOF].
It doesn't break normal processing so that for example </Plugin><Plugin>
is still an error.
