No, that's not normal. RRD-files of new client processes should appear
as soon as the client starts sending packages to the server. Can you
verify that the server is receiving those packets, e. g. by using
`tcpdump' or `ethereal' or some other network tool?

Please note, though, that if you change the configfile you will need to
restart the daemon for the changes to have an effect.
