[collectd] [PATCH] allow compilation if snmp headers not present

Hi Ezra,

thanks you very much for your patch, but ..

.. the snmp plugin is absolutely useless without being linked to
libnetsnmp. But, I agree, after running `./configure' the daemon should
compile without the _need_ for manual options being passed to the
configure script.

My goal for the next minor version is to move all the dependency
checking out of the .c files and into the configure script, i. e.
automatically disable the useless plugins. This wasn't possible with
collectd v3, because the RRD file definitions were kept in the plugins
and thus the `server' required the plugins even though they weren't able
to collect any values.
