I don't have any MS Windows experice (well, none I'd take credit for
anyway) and I've never compiled a single program under MS Windows. From
what I've heard MS Windows provides a POSIX-subsystem, so likely
compiling collectd under MS Windows is not too much of a challenge if
you know what you're doing.
However, getting collectd to compile is only the first step. I guess
that none of the plugins will be able to read any values, with the
possible exception of plugins that use external libraries to do that,
e. g. `apache' or `dns'.
So, I don't plan on supporting MS Windows myself. If someone wants to
maintain a MS Windows port I'll be happy to help where I can and I will,
of course, accept patches, Makefiles, project-files, etc. As far as I
know noone has put any work into this yet..
