if I understand you correctly, the problem occurs when re-starting
collectd. Since collectd starts and stopps too quick, RRDTool complains.

I don't think this is a bug in the init-script, but the init-script. As
far as I know Debian's init-script waits for (at least) a second, before
starting the daemon again.

Meanwhile, I've made another small change, to quit faster if the daemon
is currently trying to sleep.
