[collectd] New versions: 3.9.2 and 3.8.5

Hello everybody,

I've finally found the bug that caused issues with the `ping' plugin. I
compared an `uint16_t' with a normal `int' which works fine for the
first 65536 packets. With a ten second step that means everything is
working fine for 7 days and 14 hours. Then the ping plugin `just stops
working'.

The versions 3.9.2 and 3.8.2 fix this problem. Everyone is encouraged to
upgrade, unless of course you don't use the ping plugin..

On a related note: I've released the ping-backend as a library
yesterday. It's homepage can be found at the URL below. I will change
the build system of the next version so it uses an installed version of
the library if found and use a shipped version if not.
As far as the debian packages are concerned: I will put the ping plugin
in an external package, `collectd-ping', which will depend on
`liboping'. A copy of the `liboping' package will be in collectd's
repository for a while, too.
