[collectd] multicast ttl

thank you very much for the pointer, I wasn't aware of the TTL being so
low for multicast packets.. I'll add a config option so one can set the
TTL and document the default value in the config.

By the way: I've rewritten the network code yesterday; it supports
unicast and IPv6 now :)
