[collectd] Version 3.10.4 available

Hi,

Max Kellermann has identified a bug server routines of collectd: When
opening a server-/listening-socket failed, the daemon would try over and
over again, in an endless loop. Due to a second bug this loop would
eventually be aborted by an `EMFILE' error being generated.

Both errors have been fixed in version 3.10.4. If you use the network
feature an upgrade is recommended. Otherwise an upgrade isn't necessary
but won't hurt either.
