    Added a work around for #474087 (broken openipmi .pc files).
    
     * Force the inclusion of the ipmi plugin.
     * Manually specify the dependencies.

    debian/rules: Pass -I... and -D... to CPPFLAGS instead of CFLAGS.
    
    Those are really options for the preprocessor instead of the compiler.
