[collectd] Does FLUSH block until it has completed?

I've been doing some with the unixsock FLUSH command and it seems like
it doesn't FLUSH immediately. Reading the documentation, it suggests
that using FLUSH forces the RRD updates on to a queue to be written
immediately.

The problem I've noticed is that if I read the RRDs immediately after
a FLUSH, I still get old data. If I then do it again, it returns
up-to-date data.

Is this expected behaviour? This is on version 4.10.1.
