[collectd] json.cgi

Hi,

I am trying to expose RRD data collected by collectd as JSON and generate
image on the fly. I found that the contrib/collection3/bin contains a script
json.cgi, not sure how to run it. Does anyone can give me some information
of this script, like the purpose it is used for and steps to run it?
